Origin story: Bucky’s not sure who he is, anymore. He hasn’t been sure for seventy years at least. He doesn’t remember a childhood, doesn’t know where he was born or if he has any family. What he does know is plain and simple. He works for the Red Room, and he is a weapon. He trains people to become like him, assassins and spies, and is sent out on missions every so often.
He didn’t used to be, though. Once upon a time, back during World War 2, he was a war hero and a member of the Howling Commandos with Captain America. He and Steve grew up in Brooklyn together, with Bucky becoming his sort of unofficial little brother/protector, which continued into well into their 20s. Bucky went off to fight in the war, was taken prisoner and tortured and experimented on by the Red Skull’s goons, and was eventually rescued by a newly super-soldier’d Steve Rogers. Then he joined up with the Commandos (and Cap) and they went off to fight HYDRA, the Red Skull’s creepy cult-ish group bent on world domination. Unfortunately, he was presumed dead after a fall from a train in Switzerland, and Steve would go on to get himself frozen and stuff.
Bucky was not quite dead, though, and was found by Russian soldiers. They revived him and gave him medical care and a new cybernetic arm, since his left arm had been pretty much lost in the fall from the train. The experiments done on Bucky in Italy presumably gave the Russians a wonderful idea -- to make their own version of Captain America, built to serve Mother Russia and train others to be like him. Conveniently, he already had the assassin and spying skills pretty much down, and all they needed to do was rebuild his memories. So they did, and Bucky became the Winter Soldier, with no memory of who he is or where he came from, kept in a cryogenic chamber whenever they didn’t need him so the wipes wouldn’t wear off.
In between time in stasis, he was used to train members of the Red Room, young women who were destined to become the best of the best. One in particular was an outstanding pupil, Natalia Romanova. He trained her, to begin with, and as she excelled they were sent on field missions together. They were the best, brutal and ruthless and a terrifying team to go up against. They worked so well together, in fact, that they began to get closer and fall in love -- something the Red Room had not planned for. Bucky was quickly put back into stasis upon this discovery and given a full wipe; but Natalia broke him out and together they got out of the Red Room and defected. Then they used the only skills they really had, made their way in life by becoming mercenaries and assassins.
That’s what they’ve been doing for the past few years, hiding in shadows; most people in intelligence believe they are ghosts or just stories. They are still mercenaries, however, and actively looking for work. When they set out to take someone down, the person in question stays down. Currently, they’re in LA, on the lookout for whatever work pays. (And if that work tends to bring back certain long-buried memories, then so much the better.)
Personality: In a few words, Bucky Barnes is the best not-biological little brother someone like Steve Rogers could have. In a way, Steve has definitely influenced his personality, if only because he’s known him for as long as he can remember. As a result, they both share an extreme dislike of bullies and folks who like to pick on people just because they can. Bucky has a tendency to be independent and very stubborn -- if things aren’t going how he wants them to, he’ll go his own way -- but balanced with that is some fierce loyalty. He will gladly go to hell and back for his country and his friends -- and he has, multiple times. If there’s any way he can take care of them, even at the expense of himself, he absolutely will do it. He believes in freedom, and justice, and all that great stuff, and will happily admit that his best role model is one Steve Rogers. He definitely has a degree of irreverence and flirtatiousness, though sometimes it’s mostly an act. He knows what he’s doing when it comes to acting, most of the time, which is another point that made him an extremely efficient spy.
He is extremely persistent, which sort of goes hand in hand with the stubbornness. Cleverness and persistence combined make him a target that is very difficult to catch -- he learns quickly and well, and is very serious when it comes to his work. This holds true even as the Winter Soldier -- at various points he is described as an impossible to catch ghost. Back when he was younger, he used to be very open about his feelings -- they’d show plainly on his face, he wouldn’t give a damn about covering them up. He plays things close to the chest now, though it is mostly unintentional -- but it’s a habit he’s gotten used to, in any case. When he’s the Soldier he tends to be a little bit more of a blank slate, unreadability is good in that profession -- but he drops it around certain people.
As stated, Bucky tends to have a certain dry sense of humor, given to making stupid jokes about things to cut tension and usually to avoid awkward situations. But he's also extremely serious, when he has to be. In certain situations -- mainly, the war, he can put aside the cheerful snarky guy and be absolutely professional. If he considers it necessary to his duty, to the job he's doing, he will do it, no matter how distasteful he'd normally find it. It's why he enlisted and why he'll fight, to do his duty and protect the little guy. This, of course, extends to the people he's working with. He will fight to keep them safe no matter what kind of horrible things are thrown at them, and has -- or had, when he was younger, a bit of a tendency to rush into dangerous situations without exactly thinking about the consequences.
Differences from canon: He’s slightly younger than he is in comics-canon, at least -- in the movies his age is never really specified. He looks about 25-30. The whole ‘HYDRA being secretly part of SHIELD’ from the films has been omitted, as well, along with the arc in which Steve finds out about him and Bucky gets his memories back in the comic version. Basically -- this Bucky has yet to be saved by Steve and yet to remember anything concrete from his past, aside from Natalia. He is still a weapon, and as such his moral code is very much along the lines of Natalia’s, they do the job they are paid to do and they do it very well indeed. He still doesn’t really understand the whole ‘emotions’ thing, he’s gotten so used to being treated like a weapon that he has pretty much come to think of himself as one, and it’s difficult for him to get used to being his own person. He’s good at faking it, though, just like Natalia. He’s still broken, just with -- somewhat less hope than he has in either the comics or the film canon; and he can’t quite explain what his memories are or why they’ve suddenly started showing up more often upon their relocation to the US.

Powers: He’s an expert at hand to hand combat and martial arts, specifically in the use of firearms and grenades. The army also trained him in the use of throwing knives and as an advance scout -- and his time as the Winter Soldier just increased his skill with guns and the like. He’s an expert assassin and spy, thanks to Russia. He can also speak a variety of languages -- English, French, and Russian, to name a few. His left arm is also superstrong, due to the fact that it’s cybernetic. (In canon, at least in the films, he is able to rip through car roofs and rip doors off hinges and stuff.)
